Because KHGX is operated by the NWS Houston/Galveston office in League City, about 3 miles from the city center. The office notes that it is officially part of League City, even though its mailing address says Dickinson. Being this close has a catch: the radar's highest tilt is 19.5°, so it cannot scan straight up, an area known as the cone of silence. When a pedestal upgrade was scheduled to take KHGX offline for about two weeks starting November 27, 2023, nearby radars were set to fill in, including the Terminal Doppler Weather Radars TIAH and THOU.

What happened in League City during the April 18, 2009 flash flood?
Thunderstorms produced 8 to 10 inches of rain as flash floods hit Galveston County and southern Harris County, and homes flooded widely in League City and Dickinson. A rain gauge at FM 528 and Clear Creek in League City recorded 6.02 inches in 1 hour, and the city reported 300 homes with flood damage. At Bay Area Blvd and Clear Creek, 6.90 inches fell in one hour, more than the 6.30 inch peak hourly rate measured during Tropical Storm Allison in June 2001. On radar, storms that keep rebuilding over the same spot can produce this much rain in very little time.
